Constant wining for attention

My dog is mostly well behaved. Sleeps through the night, never an accident in the house. We have 3 daughters but due to joint custody they are not always here. My dog whines ALL the time during the day. He stops when we play and give attention or take for a walk but as soon as my attention is diverted somewhere else he's back to whining. If I'm on my phone he cries until I put my phone down. So annoying! Why?!

Time Out NEW

My little Surf attends doggie daycare 3-4 days per week. On those days that I decide to work from home and spend the day with him, he needs his well deserved attention. Surf will bark if I get on the phone and the voices coming out of my laptop are still very strange to him.
That's where Time Out comes into play. If Surf makes any noise while I am on a conference call, he gets a Time Out! Meaning he is directed to the front porch and not allowed into the home. My porch vestibule is enclosed, but the fact that he cannot be inside with me is upsetting to him. Five to ten minutes and he is allowed back in.
I have been doing this for a month now and I very seldom need to give Surf Time Out's. Our Cotons are quick learners but we must direct them how to behave.
