Our two boys play like that all the time. I thought that's how dogs played. They NEVER yelp as if they were hurt, our JR even pulls at Little Boys tail. It's really adorable.

My two cotons nip at each other in play. One has even pulled the other across the floor by her ear, but do not nip at people......if it is a puppy, might out grow it?
