I'm so sorry Teddy's having hot spot issues. I know it can be so frustrating getting to the bottom of it. I know with Luc, so many doctors just wanted to treat symptoms with drugs, and so the problem kept coming back since we weren't getting to the root cause. It took a lot of patience, time, and money, but we finally found relief for my little guy.

Have you tried using an app like Nextdoor? You can get recommendations for vets (and just about anything else) from people in your own city/town/neighborhood. I found it very helpful when I moved this summer and was looking for new vets and groomers.
