Triscuit is always nipping at her Lab sister's feet, ears, legs, and every other part she can reach. Why does she do that and how do you stop it?

My Coton de Tulear puppy is only 10 weeks old and she bites WAY too hard. I dont understand how a dog so small can have such a painful bite. She always goes for hands and feet. I've been using the thumb under the tongue method, but she's really stubborn...help!

We have had our Coton puppy since he was about 10 weeks. He has always been treated well. He can be well mannered, funny, sweet, and has clearly bonded to us. He also has a mean, nasty side to him that has always been there.
He has always been mouthy, and he's drawn my blood a couple times when "playing", but I'm afraid someday he's really going to hurt someone. For example, he will attempt to bite anyone who tries to go near him with a brush/scissors/anything else he doesn't like. If I try to pick him up and he's not in the mood, he will growl at me - lip curled up, staring at me, and threatening.
I have been hoping this aggression would pass with neutering and proper training, but so far, it's still there. We have been to a puppy class; starting another class next week. I thought cotons were known for NOT exhibiting these behaviors. Any advice?

My one and half year old dog has become a lot more aggressive around the house and nips at my friends heels when they come over.
She also barks very aggressively at strange men.
