Other posters are correct, vet says it is nausea but I agree that they sometimes do it with yawning as well when nervous. If it is just licking then definitely nausea, you may notice that he will eat grass in order to vomit and relieve it and may not eat for a few days.

Does your coton have long hair around his mouth?? I notice that Cotton will do this when her hair gets long around her lips. It gets in her mouth at times. When I see this I can take my fingers and straighten them out. She quits immediately. Just a thought that maybe this could be the problem.

My Coton did this and the vet said it meant he his stomach was upset. I have him on 1/2 a pecid AC every morning and he has stopped it. Some Cotons have very sensitive tummy's (mine is one) and this can be a sign of nausea. You might want to talk to your vet.

I read that when the dog does that sticking out the tongue licking his lips it a sign of anxiety, a nervous reaction. People do that too. I give Tuffy reassurance and take him out for a little walk when he starts doing the lip licking and also paw licking. When we have bad weather and can't get outdoors, his pent up energy causes him to be on high alert for every single sound and he reacts to everything like a nervous wreck. When I stop him from barking he gets nervous and licks his lips. Eventually he curls up in a bal on the bed and naps. If you ever watch the Long Island Psychic on cable tv TLC, she also does that licking of the lips when she gets nervous or ready to channel spirit.

My dog does it sometimes, too. I notice when he does it, his breath is usually stinky. I think it's an upset belly/nausea/bloating type of thing.
